The government has changed the qualification for subsidised RON95 petrol – to be at RM1.99 a litre – to cover all Malaysian citizens, instead of the earlier plan that allowed only people meeting certain income criteria to be eligible. The subsidised price – under the program name of BUDI95 – will take effect nationwide from September 30, 2025.
However, personnel of the police and armed forces will be able to purchase petrol at the subsidised rate from September 27, while those who qualify for Sumbangan Tunai Rahmah (STR) recipients will be eligible from September 28.
While all Malaysian citizens who hold a MyKad will be eligible, there is also the condition of having a valid driving licence. Also, there will be a quota 300 litres of subsidised RON95 each month. This, however, does not apply to those who are carrying out e-hailing services and riders who do deliveries. They will be able to apply for a higher quota.

According to Datuk Armizan Mohd Ali, the Domestic Trade and Cost of Living Minister, verification for making purchases of subsidised petrol will not be restricted to just presenting the physical MyKad as there will be other payment methods. The smartphone apps of some petroleum brands will also incorporate a verification process, making it easier than a physical verification by the station.
